I vote YES, is better 1 guy lvl 85 active than 20 lvl 100 inactives

I did this b4 back in mermaid. ppl active with low lvl ended with the opposing guild and I regret that. Dont care much about lvl. You can make lvl req high after we get a lot of ppl and we start winning or these active low lvl ppl will end up in the other guild.
